Entitlement report that can output from SAS EM that shows all users with privileges to sas datasets

Hi - Is there a entitlement report that can output from SAS Environment Manager that the users with privileges to sas datasets like read, write and execute? Or any sas program will achieve this? Any ideas or suggestions highly appreciated.

are we talking about SAS 9.4 or SAS Viya?
