We have one server with Metadata, Compute, etc in 9.4. and planning to run on it the Content Assessment tool applications (inventory , profile, gatherSAScode, codeCheck, etc...) . We also have a Visual Analytics Viya 3.5 on a Linux VM . 

Once running the content assessement applications (inventory , profile, gatherSAScode, codeCheck, etc...) , then publishAssessedContent to get one published mart on the 9.4 server. My question is can I run the import to CAS and Viya 3.5 to get the reports? 

Since I have seen that a requirement is to have SAS CLI installed and in the CLI installation steps (https://communities.sas.com/t5/SAS-Communities-Library/Install-and-use-the-SAS-Viya-CLI-on-Windows/t...) it requires a Viya installed on a Kubernetes cluster while my Viya 3.5 is on Linux?

Yes, the documentation you've linked is specifically for the SAS Viya CLI for the Viya platform on Kubernetes. Here is the documentation for the CLI for Viya 3.5:
