Is that environment the same or a lower version than the one you are importing it into? Were there any errors when exporting the report? The changes are made using the Configuration Manager plug-in.  It appears that you do either do not have access to Configuration Manager plug-in, or maybe the plug-in is not installed on the client that you are using. Are you logged in as an unrestricted user?  This SAS note might help you get the plug-ins installed.
