I just ran into a similar problem with slow initialization of SAS/Windows running on Windows 10.  We just had a set of Win 10 updates applied. I'm running SAS 9.4 M4, 32-bit.   I found this discussion on Communities and it solved my problem. https://communities.sas.com/t5/SAS-Procedures/slow-initialization/td-p/245136#   It required editing the .cfg file and adding the option -NOPRNGETLIST.   Hope it works for you.   ...
