yes, all others than statisticians are not interested in an estimate of Log(rate-ratio). They want the estimate of the rate-ratio, which is your mean-estimate.

I have not included a scale option. I just want your advice if this is correct. I have been reading about PSCALE and DSCALE this morning before bothering you again and tried to understand if I needed this option , but am still unclear. Many thanks.

no, you don't need the scale option. Rather, you should consider Cox-regression.
