I am performing an analysis comparing my data against an NHANES dataset.

I am interested in testing the difference in means between the two groups, stratified by two variables (gender and age).

My data is heavily right skewed, so I will need to use a non parametric approach.

 

However, my own data is not weighted, but NHANES's data is. 



How best would I go about performing this comparison?
Would I still be able to use proc surveyfreq or proc surveymeans?

You can always add weights of 1 to your data so you can treat them the same. That being said, I can't recall if NHANES uses a single weight or reps.
