I need to assign cases, say 200, randomly to 23 counselors. 9 of the counselors are bilingual (English/Spanish), 11 work 50% of the full time. Among the 200 cases, 88 are Spanish speaking. The ratio to assign the cases to counselors are 2:1 for full time vs. part time counselors.

My task:

First, I need to assign the 88 Spanish-speaking subjects to the 9 counselors according to the ratio.

Second, I need to assign the English subjects to all the counselors according to the ratio.
(for bilingual counselors, Spanish-speaking subjects should be included in the work load.

I could not figure out what procedure I should use, surveyselect? Please help.
