i want to see what are the formats available in a catalog.

I mostly use the FMTLIB option of PROC FORMAT for this purpose.
The syntax is:
proc format lib=your_libref fmtlib; run;
Or, if the name of the catalog is not FORMATS:
proc format lib=your_libref.your_catalog fmtlib; run;
If you don't want to see the format definitions, but just the format names, types, etc., the CATALOG procedure is a better option:
proc catalog c=your_libref.your_catalog; contents; quit;
Enterprise Guide 8.x has a viewer for catalogs names "Catalog and format explorer".
CNTLOUT on PROC FORMAT to pipe that information to a data set.
