I don't think there is a built in format for this, but you can create your own.

 

proc format;
    picture custdt low-high='%0m-%0d-%Y %0H:%0M'(datatype=datetime);
run;

data def;
    dt='17JUL2015:16:10:00.000'dt;
    format dt custdt.;
run;
