I miss to see how the code you've posted has anything to do with the SAS provided function substr().

If you want to ask if you can change a SAS provided function that's part of the product then the answer is no. It would also be a bad idea to try and overlay such a function (if possible, never tried).

If you want to ask if you can write your own function then the answer is yes. And this can of course be a function that does something similar to the ootb function substr() - but with a different name of course.
