How to compare two SAS programs in windows?I mean to see what enhancements are made to the old code that reflect in the new code.

SAS programs are just text files so there are many tools available, including free ones, if you search on the internet for text file comparison tools. One option is to save your two programs as Microsoft Word documents and use Word's compare function.
