Using JSON libname engine

I am encountering the following error when reading in a JSON file:-

NOTE: JSON data is only read once. To read the JSON again, reassign the JSON LIBNAME.
ERROR: Invalid JSON in input near line 1 column 13034: Some code points did not transcode.
ERROR: Error in the LIBNAME statement.

Code is:-

libname stage2 JSON 'C:\\staged_files\2019-11-09.json';

Can anyone help?
