Why does it matter if one step in the process is using a proc or a data step and other steps are using proc sql?
There is no need to convert the entire program. Unless the entire program is just this one step. And it that case there is really no need keep any PROC SQL code.
This is exactly like being a house builder and being told you have to use a handsaw to cut your wood and not a power saw...it just doesn't make sense at all.
