I hope this is not too way off topic for this board, but does anyone know of a PL/I to SAS conversion utility or program? I know that SAS was originally written in PL/I so this might not be too much of a stretch...

SAS is no longer written in PL/1. That finished back in SAS Version 5 and then switched to C/C++ from Version 6.
Some SAS language constructs bear a resemblance to PL/1 but unfortunately there is no such thing as a language conversion tool from PL/1 to SAS or indeed for most other languages to SAS. SAS SQL is very similar to other SQL flavours but I'm not aware of any automated conversion tools for SQL.
In my experience, your brain is the only reliable conversion tool...
