How to translate ASCII to EBCDIC packed decimal

Try some options:

filename pd 'C:\pdexample2.txt' encoding='EBCDIC' recfm=s370 termstr= ;

That won't work once the file was scrambled by the EBCDIC to ASCII conversion of FTP in text mode.
