I am attempting to add commas in the veritical axis in my control chart.  Below is the syntax that i am using.

TITLE "Average Balance Outliers -"; %Let Heading=RecCd;
axis1
label=( "Average Balance by Month/Year");
axis2 order=(70 to 80 by 2)
minor=(n=1)
label=(a=90 j=c h=1.75 f=simplex 'Average Balance' );

Any PROC  ends the previous procedure and should have generated at least one error.

To FORMAT a variable the sytax is:

Format VariableName Formatname. ;

I would guess you want

Format _subx_ comma15. ;
