how would I save as a sas7dat?
You don't need to export it, you already have a .sas7bdat in SAS. If you want to copy it somewhere, assign a library there and use proc copy.
You need proc import.

In SAS go to File>Import Data and click through selection, at the end it will give you the option to save the code to a file.

As KurtBremser has stated you should have the data somewhere, and your proc export is incomplete:

/* Missing */ data=... /* this statement would tell you where the dataset is, if you are using the functionality of processing a previous dataset (and I would still recommend putting the data= statement in regardless for clarity - then look at that datastep */
