I have just started learning SAS eg. What a great tool!!!
currently on v9.4.
right now I'm working on a work schedule issue.
As a test-case I'm trying to replicate something I used to do in excel.
So this is the case.

Yes it's possible. I would start with PROC REPORT and picking a destination, ie do you want PDF or XLSX file.
Highlighting/traffic lighting is very well documented across the forum here or on lexjansen.com you'll find lots of examples.
