Yes, you are right. I searched on a search engine with the keyword "Simsun". Here is what I found, which indicated that Simsun is 宋体.

I suspect that you are confused about the meaning of specifying multiple fonts in that CSS setting.  You are telling it your preference for selecting which single font to use, based on what is available at the time the text is rendered.

 

You are not telling CSS to somehow merge two different fonts into one using glyphs from one font for some characters that the glyphs from the other for the other characters.   

 

If you wanted to create a font that has the appearance of SimSun for Chinese characters and Times New Roman for others then I suspect you would need to use a font editing tool instead.
