getting a count of rule_id Triggers by week with Time_stamp and not just a Week(Time_stamp,'v') help

trying to get a report of rules triggered by week then in a weeku5.  date format having issues. ignore  "week"  column 

cant seem to get variations of group by and of Week(time_stamp) and other ways to work? need some help.

Sorry but I don't understand what you are attempting to do from your description 
Can you post, sample data of what you have, what you want and any code you have already tried.

If your have data is in a SAS dataset you can use this macro to convert it into code to paste here

If not then generate the code yourself with infile/input/card statements
