Read comma delimited files with special characters

I am trying to read a comma delimited file with special characters. The program can read the first few fields correctly until a special character is reached. Thereafter, the next column shifts to the left. Please see below example:

Expected outcome

Field 1	Field 2	Field 3	Field 4
I	UNABLE TO EARMARK FOR VAF S/SHIP PRIOR TO 2002�	ZAR	88

However, this is what I am getting:

Field 1	Field 2	Field 3	Field 4
I	UNABLE TO EARMARK FOR VAF S/SHIP PRIOR TO 2002�ZAR	88
