OK, good, you can also strengthen the formulation by multiplying the upper bound by build[i]. If you do that, the assignFlow <= build constraints are no longer necessary, and it might speed things up if you remove them.

I was wondering if that was necessary since it would clearly be true when nothing was assigned to it. I'll add it in if it will make things easier on the optimizer. Thanks!
