It's a gray area - the analysis and programming processes or disciplines sometimes overlap because of the information / data and techniques / tools being exploited to get to the end-result, whether that may be a question or a data-manipulation exercise. Inherently, a business analyst that leverages the SAS system and its vast technical, analytical resources is in fact a SAS programmer.
