In US, can one zip code area be partially in one county and partially in another county? What if the boundary of county changes or counties merge?

Basically the boundaries are set independently. So when changes happen someone has to align them. This is a non-trivial task, that in our 'State' we have a single person dedicated to assessing and updating boundaries and verifying overlaps and investigating any issues that may be found.
