what @SASKiwi is correct. Let me extend the information a little bit.
The SAS Environment Manager is indeed meant to be (and supported) only for/in SAS 9.4 as solution.
In other hand, the server is based on Hyperic ( https://support.sas.com/documentation/cdl/en/evug/69029/PDF/default/evug.pdf page 4). which means that it can be used to monitor other resources out of SAS (including SAS 9.3 or other products).
SAS Environment Manager is based on VMWare’s Hyperic product, with customizations and plugins to optimize the product specifically for a SAS environment. Some terms and concepts used in SAS Environment Manager are different than in other parts of SAS, but these are noted in this document.
SAS Environment Manager is licensed for and restricted to the monitoring and
management of SAS Technologies, solutions, and the necessary associated supporting infrastructures. Other uses are restricted in accordance with your SAS Master License Agreement.
But beware of the fact that any extra product monitored will not be supported by SAS, for sure, and you will be on your own. Also, other extended functionalities (such as the Environment Manager Datamart or the EMI framework) will not cover any extra product out of your SAS 9.4 deployment.
