Is there a new Metadata migration tool that is avialble to the public for version 9.3 going to 9.4?

Nothing new, but you can certainly use SAS Management Console to export packages from your 9.3 environment, and import them using SAS Management Console in your 9.4 environment. This would cover metadata.
If you're looking to migrate your entire SAS 9.3 environment to SAS 9.4, you'll want to use the SAS Migration Utility on the 9.3 side to create a complete migration package which includes all your configuration information, and then read it in using the SAS Deployment Wizard on the 9.4 side.

If you are installing SAS 9.4 then you can use the SAS Migration Utility to package up SAS 9.3 to use when installing SAS 9.4. This is covered in depth in the SAS 9.4 Intelligence Platform: Migration Guide
If you already have SAS 9.4 installed then you can export packages (SPK files) of metadata content using SAS Management Console 9.3, SAS Data Integration Studio etc and them import them into a SAS 9.4 installation using SAS Management Console 9.4 etc. See Introduction to the Promotion Tools in the SAS 9.4 Intelligence Platform: System Administration Guide.
