this can be quite normal, if the environment manager agent has not initialised properly, or there is a problem in the agent, or after a maintenance, etc.
You can start with the following. To stop the environment manager agents in command line, and start them, in command line, and check that it starts properly.
If it does not, you can clean (or archive somewhere else) the logs and data folders in the environment manager agent, and stop/start them again (with command line).
