Creating additional page with an image when creating new Report in SAS Viya

Is it possible to create an additional report page with an Image or Text containing standard information that would go on all reports, when a user creates a new report in SAS Viya ?

Could you create a report to use as a template that has such a page that users could open and use "save as" to save a copy of it, then make their additions?
