Cannot execute systemEvalutation application - invalid config-dir option

I downloaded the SAS 9 Assessment Tool and unzipped it on the windows server where the SAS 9.4_M5 mid-tier is installed. I do not understand what is wrong with the command line in the attached screen shot.
