As per my knowledge best 12. in SAS means display numbers using the minimum number of characters needed to show the value accurately, up to 12 characters. For format pd 8.
, it specifies PD should be displayed using 8 characters, including decimal places.

Actually attaching the format specification 8. to a variable means it is will be printed as an INTGER value without any decimal point. If the number has a fractional part it will be rounded to an integer when printed.
