My first question would be why. Its never a good idea to duplicate your data, you can assign the index values to variables, and then you can sort or process based on those variables. Far simpler.
Also, good idea to tidy up your code to make it readable e.g:
data new; set old; index=ranuni(seed); run; proc sort data=new; by index; run; data new; set new; drop index; run;
Makes it far easier to read.
Why not make ONE set of data with 4 index varaibles? Sort by a different index variable as desired.
