Invalid or inconsistent mode flags for work when trying to run proc assign

I am running a macro that contains proc assign. I know that this procedure is no longer supported by SAS, but I have had no problems running it recently. A colleague of mine ran this same code with different data and it ran fine. However, when I run it I get the error below. I cannot figure out why it is not recognizing the work library. Does anyone have any ideas on why this might be happening and how I could fix it?

Have you run this with options mprint and or symbolgen to see what the generated code might actually be?

I don't believe the error is say that it doesn't recognize the Work library but that something your code is attempting to set doesn't make the program happy.

You program is also incomplete limiting help available.

I would work backwards from this code and see what the temporary datasets look like.
