I am using PHREG and using the HAZARDRATIO stmt. The default for the units = option is 1 and can be changed. This is easy to understand with say whole numbers such as AGE (e.g., 1yr, 5yrs, 10yrs). But what is the 1-unit change if an independent variable measure has decimals? E.g., is a 1-unit change in 1.001 = 1.002 or 2.001? Is a 1-unit change in 0.005 = 0.006 or 1.005?

The definition of 1 ("one unit") does not depend on the number of decimals the values might have. So in your examples the comparisons are 2.001 vs. 1.001 and 1.005 vs. 0.005, respectively. Consider that values of the same variable can have different numbers of decimals and that a dependence on decimals would be problematic anyway in view of the binary internal values of numeric variables.
