This idea comes from #8-9 in the Provider Administrator script.
When you modify a Tenant to add a license or or to remove a license for a SAS package an email notification should be sent to the subscriber.
If they are not notified by email, how will they know they have been granted a license for a SAS package?
This may not be so important for removing a license, but I think when adding a license it would be nice to notify the subscriber.
