When it is suitable, a defined row-count limit should be passed to the underlying database, as say a where clause is passed.
This means that for example:
proc sql outobs=10;
select * from RDBMS.TABLE;
would generate T-SQL:
select TOP 10 * from TABLE
select * from TABLE where ROWNUM <= 10
