how about give PROC export an explicit option to append output onto the bottom of an existing file. Ideally in the same place where the REPLACE option resides.
While there are other ways of doing this, it all involves not using the PROC EXPORT statement, which is fairly common use.
I would be very concerned about someone using this to append data in a different structure than the original data. Especially with text or spreadsheet file formats.
I would restate it, slightly, so that it explicitly refers to "an existing file, worksheet or table" rather than just "an existing file". That said, it has my vote!

Could build in some aspect to check the name of the variables in the source dataset to the destination file, worksheet or table.
If the source and destination are different (mismatch in variable names and data type, for example) then have the procedure generate an error and not append the data?
Since Text and spreadsheet format files do not recquire column headings or variable names ... I know that the proc will put them by default but image updating a file NOT created by proc export.
