Enable report distribution to membership of SAS groups

Currently (in 7.1) report distribution via email is restricted to users.  We use groups for most of our user management and would like to be able to create distributions via groups.  The existing workaround (that we could use but would prefer not to) is to create a new user for each group that points to an AD Distribution Group (or similar) and use that user as the recipient.
