People get caught out and often write formats that only cater for the . missing value.
An easy way to deal with this would be something like:
value FMTMISS missing = 'N/A';
which would be valid and identical to
value FMTMISS ._ - .Z = 'N/A';
The cntlout table would contain the same values as the second example.
