In the next release of SAS (9.4m3), you will be able to specify Unicode characters in PROC FORMAT that will affect the graph variable values, such as on the axis tick values and on data labels. Unicode characters can already be used on axis labels. Thank you Dan! That's great to know. Will it also be possible to display the Unicode characters in the PRINTER output (destination)?

Yes, this feature will supported by all destinations that support graphical output.

Clarification....the entire graph is created using Java graphics.  The difference is that items like Title, Footnote, Entry, Axis Label, etc are displayed by directly using the Java text component which supports Unicode.  Other items that are driven by the data are rendered by another subsystem, which cannot handle the Unicode.  Like Dan said, you will be able to use Unicode in a user defined format with SAS 9.4M3 to display Unicode chars in axis tick values and group values in the legend.
