I have a User defined Character format which I have applied to a Data item in my Information map. The reason to create the format is to get a particular order for elements in my report based on the values of the column. the actual values are like "1.0","1.2","1.3".

The order seems to be intact and is giving me the expected result while I test from the Information map, however when the report(Listing) is surfaced in the WRS the order is not honored. It is only considering the alphabetical order of the elements based on the format and not the underlying values. I have turned off the sorting option from the properties but this does not make any difference.

The sorting rules in SAS Web Report Studio for formatted versus
unformatted data is defined by an internal algorithm. The rules are as
follows:

Char category data item: Sort on formatted data
Date category data item: Sort on unformatted data
Numeric category data item: Sort on unformatted data

A great resource for developing a custom sort order in Web Report Studio is the sample: http://support.sas.com/kb/33/017.html
