Information Delivery Portal - File Sharing?

I know this is not directly related to Web Report Studio, but for lack of a better section in the forum, and the general theme of the question, I think this is the most appropriate place for this. Mods, please feel free to move this thread if needed.

What is the most direct/straightforward way to share a file sitting on an administrator's desktop with other Portal users? Can I avoid publishing framework or adding content to the metadata before it is shared with users? What would be the most appropriate built-in portlet?
