SAS Viya Deployment through Azure Marketplace BadRequest.

I'm trying to configure SAS Viya (pay-as-you-go) on Azure all information seems OK, but I got the error below.  Please, anyone could give me any idea how to get rid of this? Thanks.

Brazil is not currently an available market as a result of the Tax details for commercial marketplace publishers.  There have been some recent changes in how SAS and Microsoft handle Brazil from a tax perspective.  I will review these changes with the SAS Finance team and report back with what I find.
