creating percentage for distinct id's

I am using SAS VA 7.4. I am using distinct id's as headcount (an aggregated measure) for displays. I have created a treemap with the program of study as tile and headcount as size. I want to use a percent for the data tip but frequency percent (the default) is not accurate so I need to create a percent based on headcounts for programs.
