Did you consider using a Shared Collection?
Use Hub Shared Collections to automatically push VA reports to your users will demonstrate the functionality.
The way you control who sees the list is done at the SAS Folders level with the Metadata READ permission.

You can create folders to your reports and set the permissions to your users or groups.
1- You can create the folder at the moment you are saving your report, you can also navigate to your existing reports and move them into folders you've created.
2- Go to SAS Administrator (if you don't have the Administrator you may need to ask your admin to do so), navigate do the folders that you want to set the permission, right click the folder, click authorization to open the "Permissions Tab" over the folder you want.
3- Click the "Add" button and choose the Role of permission
