The most likely explanation is that the user is no longer in a Visual Analytics role that has the Email capability.
Log into SAS Management Console with an administrative account. Open the user's account under User Manager, and look at the Groups and Roles tab. Roles are identified by the gold key in the icon. View the properties of his Visual Analytics roles. Make sure the Email capability is selected.
