In our current engagement, we are doing some development using SAS Stored Process, which is surfaced in SAS VA,
As per my past understanding , SAS Stored Process comes as part of SAS EBI, hence do we need to have license for SAS EBI along with SAS VA , or SAS STP comes bundled with SAs VA.

The Stored Process Server is available with SAS VA. However, unless the customer gets a full BASE SAS license there are some "missing" components - for instance proc freq. So it depends how you want to use the stored process. if you just want to do a simple data step and proc print the results - it will work.
How is your SAS VA environment set up? As a separate installation with its own metadata and workspace server? Or is it integrated with your EBI environment sharing metadata and workspace servers?
If it is the latter then you should have no problems running any code within stored processes from VA.
If it is the former then you will have the restriction mentioned by @TriciaAanderud if you use the VA workspace server. If you are running distributed VA then it's possible you could use SAS/CONNECT to remote submit to your EBI workspace server. If you have non-distributed VA then SAS/CONNECT is not included.
