files to enhance html STP output

I created a custom html file which is outputted by SAS. Now, I also have other files that add to the html file (images ,CSS and javascript files) to enhance the output. My question is where in the web server would they go? would I need to restart tomcat? is there any doc to doing something like this that anyone would know of?
