survival model with unobserved heterogeneity: Heckman-Singer discrete mass point approach

I am working on a survival model (of car ownership) with unobserved heterogeneity. Chen and Niemeier (http://www.sciencedirect.com/science/article/pii/S0191261504000876 )  use a data set that is very similar to the one I am using, and I would like to implement their approach to my problem. They deal with unobserved heterogeneity by using the discrete mass-point approach developed by Heckman and Singer (http://www.sciencedirect.com/science/article/pii/S0191261504000876 ). 

I understand that SAS provides solutions for survival analysis with unobserved heterogeneity, but it is not clear from the table of contents of the following book whether the Heckman-Singer approach is implemented. https://www.sas.com/store/books/categories/usage-and-reference/survival-analysis-using-sas-a-practic...
