May I request someone to explain (short summary) the Covariance structure and Fixed and Random effects in Proc Mixed? How to interpret 'covariance paramater estimates' in output?

A short summary is impossible. I highly recommend you read the book SAS for Mixed Models, 2nd edition (2006), by Littell et al.
