What is the significances behind factor value (from output) in proc factor?

What do you mean by significance? The question is too vague.
Just I want to know what does factor value says?
Still too vague. What do you mean by "factor value"? It is not something I usually think of when I read on factor analysis. Loadings, patterns, correlations, communalities, rotations and several other terms are common in factor analysis, but factor "value" is not. A clear definition of which of these you are referring to will help us to answer your question.
